Substance Use Disorder Services

The Correctional Assessment and Treatment Services (CATS) Program offers the following services to those incarcerated within Ingham County Jail:

Outpatient Treatment:  a non-residential, therapy-based treatment for substance use and co-occurring disorders that is less than 9 hours a week and may be a combination of individual and group therapy, peer recovery coaching, and or/nursing contacts.  This level of care is appropriate for those who have a mild to moderate substance use or co-occurring concerns and are able to stabilize with integrated care at less than 9 hours a week.  Outpatient Treatment at the CATS Program is provided by an integrated team and services provided may include:

    • Intake and assessment
    • Individualized treatment planning
    • Individual and group therapy
    • Peer recovery coaching
    • Nursing support and education
    • Coordination of care for initiation or continuation of medication assisted treatment (MAT)
    • Coordination for psychiatric services if appropriate

Re-entry Services: to support clients as they transition from incarceration to the community.  Services include case management and peer recovery coaching.  Case management assists in referrals for community resources such as housing, clothing, education, medical, employment, continued treatment, etc.  Peer Recovery Coaches meet with individuals during incarceration and continue to support and mentor individuals into the community.

The CATS Program is located within the Ingham County Jail and provides services to any individual 14 years and older housed within Ingham County Jail seeking service.

Clinton, Eaton and Ingham County Jails are staffed with CMHA-CEI Mental Health Therapists to provide Crisis Mental Health Screening and Referrals for individuals with mental health concerns. These staff are also the liaison to the Crisis Services Program of CMHA-CEI Adult Mental Health Services. Staff provide empathetic, supportive care with the goal of preventing suicide or other self-harm. The Ingham County Jail houses the Correctional Assessment and Treatment Services (CATS) Program, which also provides ongoing support to individuals in the Ingham County Jail with moderate to severe health concerns.  This may include helping the individual identify and improve coping skills. 

Crisis Services: Emergency screening and intervention to those that are exhibiting or have recently exhibited any signs of self-harm, suicidal thoughts, or suicidal behaviors.  Staff work to ensure that individuals are housed safely while in jail, and may make referrals for psychiatric evaluation for medication, or psychiatric hospitalization if appropriate.  

Corrections Mental Health/Crisis Service may include:
    • Brief intervention for stabilization
    • Comprehensive suicide screening and assessment
    • Coordination of services
    • Screening for hospitalization

The Recovery Outreach Team is a team of peer recovery coaches servicing the tri-county area (Clinton, Eaton, and Ingham Counties).  Peer Recovery Coaches are individuals with personal experience in substance use disorder and recovery.  They walk alongside individuals seeking support with both harm reduction and recovery.  They act as mentors, guides, and advocates and offer hope and empowerment.  Peer recovery coaches assist in access to services/supports, and connections to care.

The Recovery Outreach Team services could include:
    • Screening for needs
    • Mentoring/advocating, providing hope and empowerment
    • Connections to resources in the community 
    • Supportive transportation
    • Supportive access to substance use and co-occurring services 
    • Connections to medication assisted treatment and other harm reduction strategies

Withdrawal Management offers supportive care to individuals experiencing signs or symptoms of withdrawal or individuals who are imminent risk for withdrawal.  The Recovery Center (TRC) offers medically monitored assistance and medication assisted withdrawal management to assist in successful withdrawal from addictive substances.  TRC is designed to provide a safe, caring environment that assists individuals during the detoxification/withdrawal management process, while promoting health and well-being.  The goal is stability and connection to the next level of care for individuals served.

Treatment at The Recovery Center (TRC) is provided by an integrated team and services provided may include:

    • Intake and assessment
    • Individualized treatment planning
    • Individual and group therapy
    • Peer recovery coaching
    • 24-hour Nursing support and education
    • Medication assisted withdrawal to reduce symptoms, control cravings, and enhance safety and comfort
    • Supportive transportation and connection to community resources

This program is located in Lansing and available to individuals 18 years and older.  The program will assist with connection to care if an individual is found to need a higher level of care to ensure safe withdrawal.
